But the risk-based is misleading: according to the quote from Ward in the main story, they are stopped by closed roads or icy conditions - ie: they will not take risks and don&#039;t have the equipment to mitigate those risks.  So much for preparedness.

Kentucky only has a total of about 4,600 National Guard - not enough to help much in a situation like this.</description>

And they&#039;ll still be voting for Democrats anyway so what the heck.
