Rep. Bishop just gave an impassioned speech as to why high energy prices affect the poor. High energy prices for the rich are “just a nuisance” but the poor can’t afford food. It is easy for Nancy Pelosi to weather high gas prices, but not America’s poor and seniors on fixed incomes. It was stirring (As Rob Bishop usually is). Oh, and he arrived in Shorts as well saying it has been his dream to speak on the floor in shorts and thanks to Mike Rogers, it was fulfilled.

I am sitting on the floor and the House floor and gallery is packed – members have gotten off of planes to come back. Mike Rogers from Michigan just spoke in shorts and short sleeve shirt. Went over how much money we send to enemies and how much weapons systems cost.

“Floor is full of staff and visitors. All cheering.

Republicans are literally hugging each other on the House floor. Rep. Don Manzullo (R-Ill.), not normally known as an distinguished orator, just gave a rousing speech, accusing Democrats of stifling dissent. He referenced President John Quincy Adams, who returned as a House member after being defeated in his bid for re-election as president. Waving his arms and yelling, Manzullo brought the crowd (including a lot of staff shipped in by GOP leaders to fill up the place), and he left the floor to hugs from his colleagues. You don’t see that up here every day.

Hoping that the nation’s energy problem will go away if they just go home and ignore it for a few weeks, the Democrats have voted to adjourn early, turned off the lights in the lower chamber, and are trying to lock the doors to make sure no business can be done until September.

The fly in the ointment? Fifteen or so 22 House Republicans, led by Minority Leader John Boehner (R-OH), refused to leave the floor, where — after the Democrats turned off the lights and the microphones — they continued talking gas prices and energy solutions, which the House was scheduled to do this afternoon already before Pelosi, et al declared an early adjournment.

Pelosi has sent Capitol Police to clear the press gallery lock the doors, in an obvious effort to keep the American people from every finding out about this via the free press, but Reps. Bunt, Shadegg, and Hoekstra have been taking turns remaining with media in the gallery in order to keep it open.

At one point, Shadegg “figured out how to get the lights and microphones back on,” a House insider tells me — but they have since been shut off once again.

The House GOP was at its absolute best in the roughly 1990-1994 period, when they were an aggressive Minority.

Similar trends are seen in the Senate – people like Dole & McConnell were at their bests in the Minority.

It’s a shame that we don’t get the best out of the Republican political class until they’re in the Minority.

Anyway, bottom line – it’s a good sign that these guys have finally figured out that they have to take their cues from the 1990-1994 Minority period.

That’s exactly the way to lay the foundation for winning back the Majority, if not this year, then in 2010 or 2012.

It didn’t happen or isn’t happening. I hope they thought far enough ahead or at least had the wits to have some staffers go get some video cameras to record this.
There are just a ton of material that could be used in ads. First one that comes to mind is with the lights out a voice over telling the American people that this is the Democrats idea of a sensible energy policy and what they want for all of us.
This is an absolute goldmine if used correctly.
Let’s see how far their savvy goes.

No surprise that Rep. Porter hauled a**, he’s not being seriously challenged this year and has a 47% rating from Club for Growth. The state GOP stands behind this guy. I want to get active about getting him out, but I’m not sure how to go about it.

Rep. Heller, on the other hand, surprises me. He’s a good conservative Republican, with a very good voting record. I would have expected him to stick around to support the leadership.

Rep. Berkley from the 1st District is a Dem with no serious challenger this year. And she’s as left wing as they come.

This is great… hope it gets more press. I emailed my (Dem) Congresswoman on this. We need more guerilla tactics like this to highlight where everyone stands on this issue.

There is a lot of seething anger over gas prices and politicians’ inability/ unwillingness to do anything about it. Even in California (especially in California, home of the $5/gallon). Yes, this is a liberal state, but only until it hits voters’ pocketbook.

I agree, the most successful congress was Newt Gingrich’s Contract with America. Nothing like a good tax revolt to show the “powers that be” who really holds the power.

And I’d love to see Obama have to justify a No-Drilling vote…

The oil companies are already incentivized to drill on that land. They are paying vast sums of money to have the rights to that land. Why would they pay the lease if they weren’t intending to explore and drill the land.

Who’s playing games here? I would contend it’s Harry Reid and company. The oild companies have all the incentives they need to explore the leases they’ve already paid for…It’s called the Market!!!!

Oil is priced three times at least what it was when they purchased these leases. If there was anything there to be produced they would be there drilling based on that one factor alone. Then you add the fact that they PAID for the leases…That’s money that is a loss for them unless they produce it…if they’re not drilling there it’s because they know there is nothing there!

Reid threw this out there to cover his A## because he and his party are doing everything it can to hold back the tide of 75% of the American People who want to drill now!!!

Getting oil out of the ground isn’t just accomplished by digging a hole.

All those acres of existing leases are unexplored. While sitting right out there in the Atlantic and Pacific oceans are proven reserves. However, there is a ban on drilling these proven reserves.

Other than the American people actually starting the process of continuing to develop our own internal energy sources and the associated jobs that will create, I would say that the futures market would react quite strongly to this…even slight news tends to affect things significantly in these markets.

Personally, I would rather go after the Green River formation of shale out west. At the very least we can wean ourselves off of foreign oil until the time comes where alternatives are economically viable.

Why are oil prices down in the last 3 weeks?

Supply has increased in the short-term related lower demand focused onto price. The decrease of the fuel subsidy in China by 18% had a notable impact on the demand for fuel in the growing Chinese economy. Additionally, concerns about economic growth in the developed world, with a correlating impact in developing countries, has led to speculation that future demand will be lower than expected. All of that is so obvious it is hardly worth stating.

As for the question of Offshore Drilling. It is clear that this will have little to no impact on worldwide supplies. As OPEC countries have the ability to limit production to mitigate any supply gains from OCS drilling. And even that will be at least 10 years in the future, as the allocation of resources needed to drill in this high-cost area will take time to mobilize when more accessible alternatives representing higher margins are still producing.

Again, we are talking about unproven reserves, in an area that requires tremendous cost for extraction, and potentially represents a small fraction of world supply.

Clearly, conservation, operational efficiencies, and reduction of subsidies in foreign countries will have a greater upward influence on the supply side of the equation than drilling in the OCS.

We have limited time for solving our energy problems, we should know the pros/cons of each one.

Yes, the US should leverage every viable resource we have.

Yes, we should use new technologies, such as the ability to heat oil shale inside the earth to 700 degrees for more effective extraction with limited environmental impact to the surface and water table.

Yes, there are many unknowns and hypothesis in energy exploration (a field I have worked in).

And, yes, we should control our own destiny… and we should do it now.

My point, short on brevity, is that there are indeed reasons to drill offshore that are not based on the fear of dwindling foreign oil supplies.

Yes, 76% of Americans believe drilling is the answer. But its not the only answer.

This should not be a instant vote for drilling and then wait for the oil to pour in… it will take time, its long-term.

For now, if we build a far reaching understanding of why domestic production is the best option, we can then move people to act on short-term goals for energy production in the US. Production here at home that will generate jobs, as well as electricity.

Where to start…

First, I am a Republican.

Second, I didn’t say drilling offshore was wrong, only that I was hoping I could get clarification on how it would help. The reason: it will help our cause if we know why, as well as how.

Since you took the time to write them, I will answer your questions:

Question #1: Can you tell me why increasing the supply of crude will not lower prices?

Increasing supply does indeed impact price. However, OPEC and Russia have more control over the supply side then does the US, based on the volume of their reserves. Additionally, foreign countries, such as China, India, Egypt, and Venezuela, subsidize the price of fuel for their citizens. Why does this matter? Well, as the price of worldwide oil increases, the consumption in these subsidized countries does not decrease, it is actually increasing. Therefore, if the US adds supply to the market, there will be little impact on worldwide prices.

Question #2: Do you and the Democrats in Congress want $2.00/gal gasoline, or do you prefer $4, $5, or even $10/gal gasoline because it is “better for the environment?”

No one wants higher gas prices. Better fuel efficiency standards and practices will actually have a greater impact on the supply/demand variables, and at the same time, lower our dependencies on foreign oil… and heck, improve the environment as a side effect.

Question #3: Can you tell me what your plan is to lower the cost of fuel for American families?

You are right, this is a tough question. And I don’t believe there is a one sentence answer that can fit on a bumper sticker. I do believe, that offshore drilling is part of the option. But that is only one pitch. If we focus on that one pitch, the next ones will fly right past us as we strike out. Drill, yes. But let’s not throw our eggs in one basket. Let’s make room for other measures such as efficiencies and conservation.

Conservation is not a bad word. Its not a hippie word. It means that we don’t want to spend money on foreign oil, so we use less of it and send less of our money overseas. Period.

While hearing about Obama twisting in the wind as to the justifications of his candidacy is note-worthy and deservedly should be discussed, I think this story deserves to be seen and hope it doesn’t go unnoticed due to it not being the ‘first’ story on the front page.

No, it’s not true that the 68 million acres of land the oil companies have a right to explore is devoid of oil; there are known reserves on them. There are, however, no known reserves on unexplored offshore territory — it would still have to be found, rigs built, etc. It does make sense to refuse to build refineries, restrict the amount of oil by not developing known, owned territory, and thereby keep the price as high as possible for as long as possible. Opening up more off-shore sites will perhaps be inevitable, but there’s no motivation for the oil companies to explore or develop it at the present time. However, it is in their best interest to secure as much land and possible drilling sites even though they won’t use them now. There’s also no point in finding any more oil until we have more refineries to process the crude — and the oil companies have plans to build more at this time.
So again — why are the Republicans fighting the bill to force the oil companies to develop the known oil sites they have? Follow the money.
And just because I disagree with most folks on this site doesn’t mean I’m a Democrat or a troll. Actually, I’m looking for an honest, intelligent opposing point of view.

That is the best conservative defense for not encouraging oil to drill their present reserves I’ve read. The government should get its hands off telling business how to conduct its interests. Point taken.
It seems a violation of that principle, however, for the government to subsidize one form of energy, with leases to unexplored territory at the possible expense of fishing, or of conservation and tourism from possible oil spills such as experienced during Katrina and Rita.
Adam Smith, for one, would be horrified by the tax breaks given to oil. Were the market not so controlled by the governemnt to favor oil, alternatives would have a better chance to compete.

I rarely comment on RS because of my job but I was on the House floor today during the “Guerrilla Session” and I was so proud to be there. There was a real electricity amongst the members, staff and visitors to the Capitol. They certainly got to see a part of history today and it’s a day I will not soon forget.

OK...so it's your contention that since oil is 3 times per barrel what it was 4 years ago, that the oil compamies are in cahoots and scheming to not sell the oil leases they paid to exploit for what reason exactly?

You can’t take advantage of the high prices if you don’t sell oil for crying out loud…so you’re basically contending that the oil companies aren’t drilling to drive up prices all the while seeking to secure more land to not drill and not sell the oil at the high prices they created?

Maybe I’m dense but that seems to be your arguement.

Secondly, there are proven reserves off the cost of western Florida, off California and in ANWR that simply need to be drilled and produced…the majority of the 68 million acres you are pointing to still need to be explored for the most part before they can be produced…

My whole arguement comes down to this …that it makes no business sense what so ever to refuse to produce as much oil as possible and make as much money as possible while the prices are so high!

Under the 1982 United Nations Law of the Seas Convention the US has an exclusive economic zone of 200 nautical miles and mineral seabed rights up to 350 nautical miles extending along the Continental shelf. A nautical mile is 6080 feet so our exclusive economic zone extends about 240 miles and mineral seabed rights extend 420 miles. The US has the world’s largest offshore exclusive economic zone totaling 4.4 million square miles. In comparison, the total land area of the United States is only 3.4 million square miles. Because we have the world’s largest offshore coastline which is twenty-five percent greater than our land area, it only makes common sense that we exploit our offshore resources to achieve our energy independence.

The John McCain campaign should use as an example Chevron’s discovery 270 miles southwest of New Orleans and 175 miles offshore. The first discovery well produced 6000 barrels of oil a day. At 44 gallons to a barrel, this first single well is capable of producing a quarter of a million gallons of gasoline a day for US automobile tanks. This well named Jack 2 was drilled nearly 21,000 feet below the surface of the Gulf of Mexico in more than a mile of water. Imagine, they drilled almost five miles deep. This well is within our exclusive economic zone. If Barack Obama and the Democrats had their way, we would not have this production available for the American public.

The Canadian Hibernia oil platform 280 miles southeast of St John’s Newfoundland Canada is also a poster child of Democrat led US hostility to energy production. The first Canadian well at Hibernia came in with daily production of 50,000 barrels a day, almost the equivalent of 2 million gallons of gas a day. Fifty additional development wells have been drilled at Hibernia. Interestingly tugs capture and divert potential icebergs that could hit the drilling platform that also serves as a holding reservoir for over one million barrels of oil. This is the world largest oil platform that was drilled with the help of Mobil Oil and Chevron and loan guarantees by the Canadian government. Obama and the Democrats would never consider government loan guarantees for a sure thing that will produce energy for the American gas tank. Democrat loan guarantees and earmarks are only reserved for off the wall improbable future technologies such as hydrogen power that offer no short term chance of solution for our energy problems.

Democratic disdain for energy production by US companies is evident with the current ownership of former US energy companies. Is it any surprise that the former jewell Arco Oil Company which owned 80 percent of our Alaska Oil Reserves was bought out by British Petroleum Corporation for a song at the end of the Clinton administration due to the hostile Democratic attitude toward energy companies. It is no accident that the largest US builder of nuclear power plants, Westinghouse’s Nuclear Power Construction Division was bought out by Japan’s Toshiba Corporation. While 80 percent of France’s electricity is generated by nuclear power, only twenty percent in the US is generated due to the successful efforts of Democratic party to kill the US nuclear power industry. Significantly, nuclear power is not considered a mainstay of Democratic plans to address our energy crisis. There is also a worldwide shortage and backlog of orders for oil drilling platforms and oil drilling ships but US shipyards are not building these ships. Only one percent of the world’s commercial ships are built in US shipyards. Hold your breath for the Democratic outcry and push for government help to US ship builders to build oil drilling ships in the US.
