DC opportunity that congress funded and donations were given for the administrative side of it and other services for the families while congress gave the $7500 for the actual tuition for each kid. So the donations funded the things outside of the actual tuition. 2. The signature scholarship, which allows for a little higher incomes of the parents than the DC scholarship one, and is 100% privately funded. ( It says those donations are matched, don't know if they are just saying that or what, I know I've worked charity campaigns and we always say the funds are matched....) It looks like it's the same people and office but different programs. BTW This is just what I gathered from the website, I have no first hand knowledge!!!
