I do believe that it was John Adams that lamented that he had more control over a boat in the Patomac than the direction of government.
The VP spot has always been the fire extinguisher of public service. Use only in case of emergency.
That was why T. Roosevelt was put on the ticket as VP. So he wouldn’t be in a possition of authority any longer as governor of New York. That didn’t work as expected however.
The fact that Joe Biden expressed what most every VP has had to deal with is not even new. The fact that “foot-in-mouth” Joe doesn’t have the couth to keep his feelings to himself is no surprise.
