Declaring victory might make it more likely that Obama would order a precipitous retreat.  After all, no more need to remain if victory is achieved, right?

No, better to leave Obama a more ambiguous situation that makes him think that, although victory is probably if we follow Gen. Petraeus&#039;s advice, the war could be lost if we retreat.

He&#039;s a doctrinaire leftist, but he may yet come to the small realization that it wouldn&#039;t be good for his presidency to lose a war.</description>
