The ocean, our coasts, and the Great Lakes provide jobs, food, energy resources, ecological services, recreation, and tourism opportunities, and play critical roles in our Nation’s transportation, economy, and trade, as well as the global mobility of our Armed Forces and the maintenance of international peace and security. The Deepwater Horizon oil spill in the Gulf of Mexico and resulting environmental crisis is a stark reminder of how vulnerable our marine environments are, and how much communities and the Nation rely on healthy and resilient ocean and coastal ecosystems. America’s stewardship of the ocean, our coasts, and the Great Lakes is intrinsically linked to environmental sustainability, human health and well-being, national prosperity, adaptation to climate and other environmental changes, social justice, international diplomacy, and national and homeland security.
This order adopts the recommendations of the Interagency Ocean Policy Task Force……………

The current President Of The United States, Barack Hussein Obama, appears to have simply seized control of all waters coastal, including The Great Lakes and all waters that can even remotely be considered “marine” in environment and put it all under a new agency.

The longer they ramble, the more they obfuscate. (We sure learned a lot from that 2,000+ page healthcare bill, didn’t we?)
So, here we have evidence of the institutionalization of a United Nations convention without our being a signatore.
Next up? Possibly Convention of the Rights of the Child, where children’s rights surpass those of their parents.
What other Conventions are there?
This is more than just about “banning fishing.”
Can we now agree President Obama is a UN man — and that his interests of the United States are a distant second to whatever his objectives are?
Supreme Court decisions, Executive Orders covertly implementing international law without the oversight of the voter.
We didn’t sign up for this.
International law DOES NOT and SHOULD NOT supercede the Constitution of the United States.
International law is NON-BINDING and NON-OBLIGATORY.

“c) In carrying out the provisions of this order and implementing the Final Recommendations, all actions of the Council and the executive departments, agencies, and offices that constitute it shall be consistent with applicable international law, including customary international law, such as that reflected in the Law of the Sea Convention.
(d) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.”
Does this mean that, a) we MUST follow international law, but b), if we don’t, they (ie., United Nations, et al) can’t sue us?
So, we went from an advisory committee under Bush, to a bloated agency (yet again) under Obama…
I especially like the subcommittees and their overlapping redundancies, as in the establishment of “Governance Coordinating Committees” versus “Regional Advisory Committees” versus those “federal/state/local agencies” already created and are already responsible for advice and consent on ocean or sea-going matters…
(will the Army Corps and EPA wetlands policy disappear altogether? Will off-shore oil drilling or research have to submit to the Law of the Sea in its entirety? Will California’s CEQA and Massachusetts’ MEPA regs as they affect water-borne projects go asunder? Will local shorefront communities have to submit their master plans for waterfront zoning to this new umbrella agency? etc. etc.).
And don’t get me started on this new “Council’s” (read new federal “Agency’s”–maybe a Czar or two in there, as well), with every other federal agency involved having to support it…this just multiplies ten-fold or more…(and their subcommittees’ budgets, too–as in, “their little dog Toto, too”–apologies to The Wizard of Oz).

Have you ever heard of progressive think tanks that propose policy for policymakers?
Or of leftist non-profits coming up with “research” that policymakers use to legitimize the implementation of their regs and policy?
This works much the same way.
Under the heft of being an “international body,” the UN acts like a huge, progressive think tank that proposes “international law” via conventions .. and doctrine.
Conventions need to be ratified by Congress, but there’s another way of implementing them — which is what you’re seeing.
Obama is proposing guidelines that will follow the Convention.
He said so when he tasked the Task Force to convene (he told them to come up with recommendations that follow the Convention), and he’s saying so again by saying we should follow the Task Force recommendations — which, of course, follows the Convention.
It’s a set-up.
He’s the beginning and end of this, the secular alpha and omega.
Via Executive Order, of all things. Straight implementation without discourse.
There is no “MUST” — there is just sneak it in, baby, and swallow. Take your medicine, your lumps, sans sugar.
Again, international law people cannot come and get us. He’s just using it as an excuse to implement.
Bush refused so much — there’s no reason for him to straight institutionalize international law other than to make us “no one nation above another.”
