Since coming to Capitol Hill, current Minority Leader Mitch McConnell has been recognized by some in the media as a master strategist when it comes to playing the legislative rules for all they’re worth. But, with amendments to the Obama government health care takeover sailing through the Senate almost as quickly as they’re read, some conservative insiders are wondering why the GOP is not taking advantage of Senate rules to slow down the votes and delay the final vote until after Christmas.
That would be Harry Reid’s worst nightmare come true. According to the latest Rasmussen Poll, only 41% of Americans now support the Obama health care plan. And if the Senate Democrats are forced to go home and face voter wrath head-on over the Christmas holidays, it could spell the end for the legislation in the 111th Congress.
With that being the case, even some House leaders are wondering why McConnell doesn’t simply require unanimous consent on any, or every, amendment that comes to the floor. The maneuver would force Reid to get 60 votes before proceeding on each amendment. And some of the bill’s opponents are suggesting it could sideline it until next Christmas.
Of course, it is looking more and more likely that Mitch McConnell actually wants the legislation to pass. He seems to be gambling that if it passes, he becomes Senate Majority Leader.

Also, Kyl sees that fewer that only about one-third of the Republican Party precinct committeemen slots in Arizona are filled. He doesn’t see much change in the status quo in his Party back home, despite all the sign waving at the Tea Parties and the nasty words about Republican incumbents by conservatives on the thousands and thousands of conservative blogs. Those words and the sign waving count for little in his mind, I imagine.
Now, on the other hand, if thousands and thousands of conservatives were flocking into the Republican Party to sign up to become precinct committeemen, maybe he’d see the writing on the wall, so to speak. There has been an increase, but not enough. Not enough of the conservatives across this great land of ours are being given any information by those with big microphones about how to invade and take back the Republican Party.
The Party would MEAN SOMETHING to the incumbents if more conservatives who do actually believe in the principles and values expressed in the Platform would join the Party as active voting members of it. So the incumbents might at least have a little FEAR that they might face a challenger in their respective primary races if they abandoned the principles and values expressed in the Platform.

If McConnell rings the bell for every amendment, and looses, or starts to loose votes, what would he do then? The Maine Sisters, fail to vote for something the caucus wants, then what do you do? Is the RSC going to mount a primary challenge or something to punish someone who does not vote with the caucus? Not going to happen in the exclusive old boys club that is the Senate on ether side of the ditch. Just ask Joe Liberman how worried he is about annoying his party.
Seems like McConnell is playing “Rope a Dope”, which worked pretty well for Ali back in the day tiring out the boxer from Nevada. Every punch that Harry Boy throws and fails and is seen to fail is a good thing, and the public is watching.

By doing a D/R amendment swap, he’s bought the Democrats time to fix the problems in the legislation keeping them from getting 60 votes.
Likewise, had he objected to everything and slowed this down to Christmas, the Senators would have to go home and face constituents. Additionally, because of the method of amending the legislation agreed to by both sides, if objections were levied at each step, we could push off consideration to next year.

I don’t know Roberts rules or the rules of the Senate, but I don’t think McConnell has the power to force the votes you want, please correct me if I am wrong.
But as someone else pointed out, this strategy was approved by the Senate caucus and I don’t here objections coming from any other R Senator, so you tell me why not. This might just be the only way McConnell can slow roll this to past Christmas.
As it is, looks like McCain and others are getting in some good licks, it’s a matter of getting the Maine sisters to tag along and only one or two D’s based on a Stupac like amendment that they can’t ignore.

I’m troubled and worried by the McConnell strategy too. I don’t know if it will work. However, I do think the strategy of amending the bill into an irreconcilable (for Democrats) mess can work and that our only chance now is to pray that it does.

Remember the penultimate scene, when the Zulu warriors make their last charge on the Welsh soldiers defending Rorke’s Drift?
There’s a mesmerizing sequence, where the Zulus sing this melodic, hypnotyzing chant. It seems to put this huge mass of warriors into a frenzied-but-hypnotized state. (Just the kind of mindset you want if you’re going to charge into rows of British rifles)
One warrior is so riled up that, in the midst of the chant, he leaps straight up in the air. He’s literally driven out of his mind by the chanting of the massed warriors and the energy it creates. (Or he had a cramp; the movie’s not in HD, so I can’t be sure).
Why bring this up? Every time I read comments on Redstate from Ace, or joayn, or JadedByPolitics, or many, many others…I’m reminded of that warrior.
There are sound, sane reasons for what McConnell’s doing. Among them:
1) Making sure the Senate doesn’t totally explode, and dissolve into a body that can never get anything done, for years to come. Hard feelings can last a very long time in a body like that*.
2) Scoring useful tactical points. On Hannity last night, Dick Morris pointed out that, as part of this exercise, Ben Nelson (D-FL) was forced to go on record, saying he wanted to keep millions in Medicare cuts. (The GOP was trying to stop those cuts). I doubt Floridians will think kindly of that when Nelson next comes up for election—at which time, perhaps Jeb Bush will be ready to run against him?
* No, Ace, I’m not saying that the Senate GOP is willing to inflict nationalized health care on us, just so they can come back into the majority. I AM saying there are different ways to acheive the same goal—stopping Obamacare. That’s a nice design on your shield, BTW

I didn’t have anything nice to say about McCain, and, I got the same knid of lectures that you are getting here. I was reminded of the Reagan 11th commandment and blah blah blah. One of the things that one of the higher ups in the party machine told me was, no matter what, we must elect Republicans, because they are always better than the Democrats, AND at least if we have a Republican, we can bring him back in line if he starts straying, because he is one of us. Now, almost a year later, I am seeing some of those same people, commenting that the elected leaders don’t listen to us in the grassroots. I’ve recently received an email from these people wanting to do a questioner for the Republicans seeking elected office for 2010, and, one of the biggest and most popular questions on it is “Will you agree to term limits”? I agree with 2 terms and you are out. You should be allowed to run again in 2 or 6 years, but, you must take a break from washington, and, all the special interest and lobbiest you may get a little to friendly with.

Again, I’m not as tuned in as Erick is by far. But, having worked in Washington for many years, this doesn’t feel like a losing strategy. It feels like the GOP is making the key votes happen without giving the Dems enough time to twist enough arms to change their positions. If McConnell could get a vote on final passage today, the bill would die. I’m not convinced that delay actually helps us. Remember, we aren’t the only ones who can bring pressure over time. Soros and his ilk are still out there.

I keep hearing that something on the order of 80% of people with Health Insurance are satisfied with it.
That the actual number of people chronically without health insurance is something on the order of 15 million, tops.
I KNOW that no Government Social Program EVER, EVER, EVER comes close to ONLY costing xxx amount.
Waiting to see “how it plays” out is a lose lose for me, my kid’s and my grand kid’s.
I’m cure they will be just thrilled to know that we waited to see how it “plays out” if/when it “plays” like every other countries attempt at this disaster has “played”.

One of the things that I keep thinking about is that a single senator can cause enormous delays by not agreeing with unanimous consent. Yet Jim DeMint is playing along with the rest of the caucus.
I’m not trying to diminish your concerns, and I agree with them all. However, there isn’t much left that “we” can do. It is all comes down to the suicidal tendencies of individual Senators. And it occurs to me that the longer this plays out, the more “post retirement” job offers that can be made to buy a vote.
As Moe is fond of saying, elections matter. We don’t have the votes to kill anything. Delaying or speeding up the process isn’t likely to make much of a difference, since it is all going to come down to the personal decisions of about 5 people.
And THAT is what scares the hell out of me. 1/6th of our economy comes down to the decisions of 5 people. I’m pretty sure that isn’t what Jefferson had in mind.

Why wouldn’t Medicare just become the Public Option? or Why wouldn’t Medicare Taxes just be renamed to being the Public Option funding Tax — that short answer is, of course, they want the DOUBLE TAXATION! But, if you think about it, Medicare could just be eliminated and all Seniors, Disabled, etc, that are on Medicare could just be moved to the Public Option.
The short of it is, of course, Democrats/Liberals would NEVER eliminate any Government program or job! They are more than happy with redundancy and duplication of all efforts as long as it allows fellow Liberals to have Government (for Life) jobs!

Regarding expanding medicare
clowngirl (Diary) Tuesday, December 8th at 12:33AM EST (link)Correct me if I’m wrong but my impression is that Republicans have been fighting to protect the benefits of senoirs who – under the current system – would be receiving Medicare whereas the Democrats would be trying to expand Medicare to those who would not ordinarily qualify as a way to create a pseudo public option.
These are not the same things at all.
Seniors who have medicare or are about to become eligible for Medicare aren’t asking for welfare, They’ve paid decades of taxes in order to pay the costs for generations that came before them and they’ve earned those benefits – it can be debated whether Medicare is a good system, etc. but preserving the benefits of those who already qualify for Medicare shouldn’t be lumped in with wanting to expand it and create a sort of public option.
Besides that, as Ann Coulter pointed out a couple months ago, Medicare can only exist because non medicare patients pay inflated prices to cover it. So it simply wouldn’t be possible to put everyone on Medicare and still keep the prices the same. She used the analogy of a penthouse. A penthouse can be up high because of all the floors below it. You couldn’t create a building that was all penthouses.

If he fails to kill it, I don’t see how that advances his odds to become Majority Leader. I guess he’s counting on Harry Reid losing in his state, but I question whether that’s going to happen.
Republicans have no credibility on trying to protect Medicare. Everyone knows they’ve been out to cut it for years. Polling is showing that people aren’t buying this line of attack from Republicans.
I say Republicans need to be protectors of our economy and of U.S. vitality and economic dominance. They need to focus on Democrats trying to enlarge the federal government and make us into a second-rate power. (See Wall Street Journal editorial on Friday.) They should talk about the endless deficits and huge government obligations that will hurt U.S. competitiveness and take us down the path of the Soviet collapse.

I Think The Real Issue Is - What Is The Purpose and *Aim* of the Strategy?
IJB Monday, December 7th at 9:17PM EST (link)If the purpose of the strategy is to make Dem Senators look as bad as possible on a series of votes for electoral purposes, then McConnell is pursuing the correct strategy, as Dick Morris says.
But if the real aim is to simply *kill the bill*, then they are going about it the *wrong* way.
I think McConnell is making a gamble that he can pursue his “let’s make the Dems look as bad as possible” strategy because the GOP Senate leadership is working under the assumption that the bill will eventually die anyway. (And, if you assume that, McConnell’s strategy probably yields the best possible result – making Dems look bad (for later campaign ads) *and* having the bill die.)
But this strikes me as a dangerous gamble
If all they achieve is making Dem Senators look bad, but this bill passes anyway, then I think the whole thing will blow up in the Senate GOP’s faces. And that’ll be when every Senator in the country (of *both* parties) will start facing angry mobs (real ones!) with pitchforks and torches, and I sure wouldn’t be handing out new life insurance policies to any of them after that if I were an insurance salesman…

Brad Smith (Diary) Monday, December 7th at 10:00PM EST (link)Let’s be honest, most of the commenters on this thread don’t have the faintest idea what McConnell is thinking, yet despite that some of them are using some pretty hot language – “coward,” “sneaky,” “duplicitous,” “idiot,” to recite a few.
This type of thing is a caucus decision. McConnell carries a great deal of weight in determining the strategy, but there is no sign his caucus isn’t with him. All it takes to block unanimous consent is for Jim DeMint to object. But he hasn’t.
To this, some have added speculation that has no basis other than, well, speculation – that McConnell wants the bill to pass. Let’s get serious, that’s pretty unlikely.
It is certainly legitimate to question the strategy, but we ought not to lose all sense of fairness in doing so. And even as we second guess, the reality is simple – our team is on the field. To paraphrase Don Rumsfeld, yougo to war with the Senators you’ve got. It’s possible that McConnell is playing this all wrong, and I’ve no objection to shouting from the bleachers. But I know him pretty well, and he’s the smartest, toughest, shrewdist player on our side of the field. If this bill is defeated, I hope all those using over the top language will start an open thread of apology.

I just don’t believe that it’s a coincidence that at the crucial hour in the House, and surprising everyone, Cantor choose NOT to offer the amendment to force immigration verification, which by all accounts could have scuttled the bill. Now, the Republicans in the Senate have the opportunity to slow the bill and they are refusing to do so.
I don’t believe this is coincidence. It’s part of their game plan at our expense. And if I’m wrong, I’ll be the first to say it.

It doesn’t make sense for Coburn to acquiesce to McConnell, if that really is what happened. He never has before. He has consistently been a thorn in the side to BOTH parties’ leadership. It’s totally out of character for Coburn to not use every tool at his disposal to stop this bill, regardless of what party leadership thinks.
He is, after all, a doctor, and fully knows just how much of a disaster this bill is.
Along similar lines, what has DeMint been up to? I would expect him to throw a few curveballs as well.
Hopefully Coburn, DeMint, et al have something really effective up their sleeves and are just waiting for the optimal time….

Having all the Dem amendments pass(save one Republican Amendment) is making this all a Democrat bill(60 votes in their caucus). I’m thinking the real Republican strategy is to make Harry Reid work for his votes and have the Republican hold the line in their caucus(it’s working well right now).

And Tom Harkin’s comments are laughable:
