Yet the number of abusive educators _ nearly three for every school day _ speaks to a much larger problem in a system that is stacked against victims. 

Most of the abuse never gets reported. Those cases reported often end with no action. Cases investigated sometimes can&#039;t be proven, and many abusers have several victims. 

And no one _ not the schools, not the courts, not the state or federal governments _ has found a surefire way to keep molesting teachers out of classrooms. 

In case after case the AP examined, accusations of inappropriate behavior were dismissed. One girl in Mansfield, Ohio, complained about a sexual assault by teacher Donald Coots and got expelled. It was only when a second girl, years later, brought a similar complaint against the same teacher that he was punished

Too often, problem teachers are allowed to leave quietly. That can mean future abuse for another student and another school district. 

&quot;They might deal with it internally, suspending the person or having the person move on. So their license is never investigated,&quot; says Charol Shakeshaft, a leading expert in teacher sex abuse who heads the educational leadership department at Virginia Commonwealth University. 

It&#039;s a dynamic so common it has its own nicknames _ &quot;passing the trash&quot; or the &quot;mobile molester.&quot;</description>

		<description>Yep, we got us a Muslim Doctor preaching death to America, e-mailing Al-quada...lives modestly, has no money...and is from the mideast heritage...
   see any trouble there? Awwww...no, nothing to concern us and even if there were...it wouldn&#039;t look good to do anything official....and he looks pretty harmless to me anyway...
  Oh....yeah...all those fine upstanding Soldiers willing to lay down their lives defending God and Country...
   Well...we better disarm them.
  Could be a problem with a bunch of Armed Patriots walking about...</description>

		<description>I am not in the Army but the Navy. A couple things I&#039;d like to point out. Before that, I am ashamed of the Army for their lack of investigation into a man who did not keep his anti-American views a secret. 

Doctors are not subjected to the same difficult training as other officers. Hawkeye Pierce is not that much of an exaggeration. It is pretty easy for a Doctor, or Dentist to get through their training and still have the civilian mindset...I&#039;ve seen it. 

Background checks for anti-American activities are required for many jobs in the military. These investigations are thorough as if you were going to work for the CIA....but not for medical jobs. 
Perhaps some sort of check should be standard.</description>

The VT murderer and his symptoms and red-flags were also swept under the rug. 
And another similarity-- VT was also a Gun-Free Zone.
The murderers look for these gun-free zones as the murderers are the only ones armed and every one is a target.
