Byron Dorgan always talks conservative in North Dakota while voting with the turds for the most part in DC. Then when it gets closer to election years he eases off. Dorgan is up for election this cycle and poupular Gov. John Hoeven is contemplating a run for his seat. Dorgan knows that this cap and trade thing is a dead rat for him that will drag him down.
