Most merit system laws prohibit public employees from holding partisan office and many prohibit them from running for partisan office.  So, if you declare the office non-partisan, the BFF of a Democrat mayor or governor, and an employee of that governor or mayor, can run for the city council and not violate the merit system laws.</description>
