The One said he wouldn’t “speculate” on that, but that he’s fully confident the Pakistani army will keep the nukes protected. He went on to say that the biggest problem in Pakistan was that the central gov’t wasn’t doing enough for the people in terms of setting up a good education system, judicial system, etc. Apparently if they fixed those things the Taliban would disappear overnight. Unfreakingbelievable.

This of course would raise less money than if the payroll tax applied to every dollar of wages.
The same model as the medicare prescription plan reimbursement schedule, where a middle amount is not reimbursed.
