So in effect it is treated like a crime regardless of whether it is actually called one.

This is further implied by the fact that you have to go to civil court to appeal any violations that you consider unjustified. As the text here shows

Appeals shall be made as if by conviction in Gwinnet County Recorder’s Court

So it’s not a crime but it is treated like a crime other than it not going on a criminal record for the violator.

Instead of jumping to conclusions on an AJC story (which is what that liberal paper wants you do do and is succeeding in making you dance like puppets), please tell me, please discuss that section of the ordinance.
