The terms of the mortgages in question aren’t the ones being offered now – hoo, boy, no – so the new mortgages being gathered will be theoretically better deals, and thus safer debts.
The wrinkle is that the debt is so bad that it’s effectively valueless, so the government can buy at a sharp discount. They can then manipulate the market and the terms so that they can turn a good chunk of this bad debt into good debt – debt that the borrowers can actually pay off, and thus make the debt valuable again. Sell it off or keep it for revenue; either way, they get the money back, and a profit besides.
So the problem isn’t that this won’t work. The problem is that it will. Unfortunately, we don’t really have a choice in the matter.

Saxby Chambliss and they were unaware of this act being proposed. I mentioned Sen. DeMint’s blog and the section number and bill and they’ll look into it.
