Both were banks that had bank officers on US soil. The gov threatened to prosecute them,
If the bank does not have officers on US soil, then they are not vulnerable to this tactic. There are lots of banks in lots of countries that the gov will not be able to strong-arm in this fashion.
Besides, off an shore revenue stream is better than an offshore balance anyway. Can’t try to tax today what will not be revenue until tomorrow. Gambling web sites have already been doing this for years – their revenues never touch US shores and thus there is no US tax liability. You use planetpayment.com or worldpay.com to put your revenues offshore.
