		<description>&lt;p&gt;I hate to say it, but the problems with California go beyond Arnold Schwarzenegger or Gray Davis (the Democrat governor who was recalled by the voters in the fall of 2003).  &lt;/p&gt;

&lt;p&gt;California&#039;s Constitution requires a 2/3rds vote of both houses of the legislature to pass a budget plan.  &lt;/p&gt;

&lt;p&gt;California&#039;s electorate is tilted heavily to the Left.  &lt;/p&gt;

&lt;p&gt;In 1992, California voted for Clinton over Bush by 13 points while nationwide Clinton won by 5.5 points.  In 1996, Clinton beat Dole in California by 13 points while winning nationwide by 8.5 points.  &lt;/p&gt;

&lt;p&gt;In 2000, it got much worse.  Nationwide, Gore won the popular vote by 0.5 points (even as Bush narrowly won the electorate vote).  But in California Gore beat Bush by 11 points.  In 2004, Bush beat Kerry nationwide by 2.5 points but lost California by 10.  And three weeks ago Obama won nationwide by about 7 points but won California by about 24 points.  &lt;/p&gt;

&lt;p&gt;So, the legislature is lopsidedly Democrat controlled.  And has been for decades (except for 1995-1996 when the GOP had a 41-39 seat majority in the state assembly, but within that 41 seat caucus they had several Republicans who worked with the Democrats to maintain Democrat control for about a year.)&lt;/p&gt;

&lt;p&gt;It&#039;s just very difficult to run California in a conservative way when the voters are so far to the Left.&lt;/p&gt;

&lt;p&gt;That said, Arnold should not be doing what he is doing now: encourging the state Supreme Court to void Proposition 8.  That&#039;s unconscionable.&lt;/p&gt;

		<description>&lt;p&gt;There is not many Republicans with enough name recognition that can go up against Dorgan. I know it sounds crazy, but unfortunately it is true. Those that do have the ability to go against him have already said no to running for that seat. That has me baffled too.&lt;/p&gt;

&lt;p&gt;As crazy as it sounds, the state of South Dakota has that problem too. It is a very red state, on a state government level, but when it comes to Federal office, they can never seem to put up candidates who can win except on a rare exception.&lt;/p&gt;

&lt;p&gt;It has baffled me the entire time I have lived here. I wish I had a better answer, but it is the reality.&lt;/p&gt;
