Does the Slaughter “pass the bill without voting on it” plan give the No votes political cover from both the left and the right?
Cover from the left: the undecideds who vote No could then say — I did not vote against the President’s health reform plan, I voted against the rule.
Cover from the right: the No votes can also say they were not comfortable with “passing the bill without voting on it.”
Cover for the White House: after losing the vote in the House, Obama can turn the lemon into lemonade — my health care plan did not fail in the House, the rule failed.
Cover for the Speaker: the rule on the Senate health plan failed, not the House health plan.
Now, the Speaker and the White House can go ahead and vote — and lose the vote on the rule, without losing too much face.

They are hoping that the Slaughter rule will work for them as you explained it, but it’s a false hope. Even rational Democrats will not like this process, and all other rational voters will hate both the process and the result, if it passes.
The Slaughter rule has given the Congressional Democrats an opportunity to look even worse when they either win the vote or lose it than they would have looked by simply voting directly on the bill.

But Kucinich’s flip has me on the pessimistic side today — although I don’t think anybody will follow his lead (which isn’t to say they won’t also vote “Yes”…just not because of Kucinich doing so).
It’s going to be very, very close either way. But, as of now, my gut reaction is that they’ll squeak by with a one or two vote margin.
There are still a lot of holdouts, which suggests to me that they’re down to figuring out who has to fall on their sword and who gets out of jail free.
But The Hill’s whip count peaked at 37 “No” votes and is now down to 36 with Kucinich gone. It’s never gotten to 38, which is precisely the number we’d need to defeat the bill.
If that’s not writing on the wall, I don’t know what is.

During the election, while some people were optimistic that we wouldn’t elect Obama, the math just didn’t add up. I’m not smart enough to predict elections based on moods, etc., so I have to look at the numbers. After the financial industry cratered in late fall of 2008, McCain was doomed.
Here, the math doesn’t point one way or the other. Nancy seems to need the undecideds to break her way, and fast (before Easter). However, the folks she needs are Democrats, so they aren’t really like the Independents that vote in elections.
I hope your right, and trust your instincts, and am optimistic b/c as long as she doesn’t have the votes, she doesn’t have the votes.

I’m told that Stupak met with Pelosi yesterday, but didn’t cave to her demands.
Today, Roll Call reports Pelosi called an emergency meeting of women-only members-only Democrats. The only purpose of this meeting would be to see what sort of abortion compromise they would be willing to accept, which could only come down to one of Stupak’s proposals.
Two things are very clear then: Pelosi does not have 216 votes without the Stupak coalition of pro-life Democrats, and the only way she can get enough of them to switch their votes is if the pro-abortion women Democrats give in. This is the only path I can see for Pelosi and co. to reach Magic 216.
But unless Stupak is cravenly lying, including his NRO

But from the outset I have suspected that this final push to pass Obamacare in the House is designed to fail. I suspect Obama and Pelosi know they are beaten and that they won’t get this turkey over the finish line. But they have to go down fighting to avoid permanently alienating their nutty left-wing base. Nearly everything they are doing this week seems like a show for the base rather than a serious effort to win. Bringing Kucinich on board, for example, won’t affect the result, but it is great for base relations. Similarly, I can’t believe the Slaughter rule will help them pass the Senate bill, but proposing that rule might help them convince the base that they pulled out all the stops. And, as you point out, the Slaughter rule may also help soften the blow when the House rebuffs Obama on health care.
It would be nice to think that there is some quasi rational explanation for the behavior of the Democrat leadership. Radical utopian leaders are bad enough even when they’re sane.
But why would Kucinich agree to this?

The vote tomorrow (if they can force one) on the GOP leadership legislation prohibiting the use of the Slaughter Solution may tell the tale. If it passes, stick a fork in HCR ’cause it’s done. There’s no way they get to 216 having to pass the Senate bill w/no assurances that the Reconciliation fixes and bribes will pass as well.
If the GOP resolution fails, it’s still not over because they still have to roll 7 of the 8 remaining ‘no’ votes from the 1st time around that are currently ‘undecided’. In the meantime, if you didn’t vote for the GOP resolution and you’re from a Red District, you get to envision the ads that will be run in the fall highlighting your support for a sleazy, unconstitutional process.
This has got to be one of the best strategic moves the GOP leadership has made in ages.

Kucinich is no surprise to me at all ’cause I always figured he’s vote for 3/4ths of a loaf rather than get zip. The other 8 no’s are Dems from red districts who know there will be hell to pay if they flip.
