Dems Fight Each other to a Stand Still in the Senate over Drugs

Senator Carper (D-DE) has put a hold on Senator Dorgan’s (D-ND) drug re-importation amendment, who in turn, has objected to the Senate moving on any other health care amendments, until his pending drug re-importation amendment is voted on.

Got that? It’s a Dem on Dem cage match.

The Republicans, meanwhile, offered to stay in over the weekend and are now wishing they had not.

NOTE TO SENATOR MCCONNELL: If Senator Reid ever wants to let the Senators go home for the weekend before the cloture vote on the ObamaCare bill, agree (please).

Ultimately there will be a cloture vote on the Dorgan amendment, and this is where it gets very interesting.

No one knows where Senators are going to be on the vote.

If the yes votes exceed 51, which by all accounts they will, then the amendment cannot be tabled.

If the yes votes do not exceed 60 votes, then cloture is not agreed to. Then the amendment just sits there, burning time on the Senate floor, blocking any other action.

If the yes votes exceed 60 votes, then the bill is amended — and PhRma, the drug industry trade group freaks out, and the deal that they made with the White House to stop re-importation is in shreds. What PhRma does then is an open question. How can they pull the provision out of the bill? Or, do they oppose the bill and spend their millions to kill it? In general, it is grinding and nashing of teeth time for PhRma if Senator Dorgan gets more than 60 votes.

Given the tens of millions in ads that the drug industry has spent in support of the ObamaCare and it’s donations to the White House political arm — how do you think the Republicans are going to vote?

Do you think the Republicans are angry?

McConnell must want this disaster "Fast tracked"

I for the life of me, do not get what our Senate leader is doing: agreeing to work over the weekend when Reid wanted to shut down. It is no wonder DC is disconnected from Main Street.
Where are the fights taking place, we seem to have none; all the while this Economic busting Health Care Bill seems destined to sail through.
Now we have Susan Collins working with another Dem to “Solve” the problems with this Bill. Solve It–we want it Killed–PERIOD! Again, It is no wonder Senator Cornyn is having trouble raising funds at the RNSC. This with a back drop of the likes of Dick Morris saying the Republicans can take back the Senate–How, the Republicans want to crawl in bed with the Dems.
It seems our best hope is for the Dems to defeat themselves since the Republicans refuse to take action to slow this train down so it can be derailed.

Didn't Senator Dorgan get the message

Scope (Diary) Saturday, December 12th at 7:44AM EST (link)

that Harry the Horrible already said that they made deals with big pharma?

McConnell...

lurker9876 Saturday, December 12th at 8:31AM EST (link)

might have a different agenda….that he’s waiting for the Democrats to implode and he just wants his party to sit on the stands to observe.

He’s telling the public that he and his party are willing to work with the Democrats so that the Democrats cannot blame obstruction on him and his party.

So now the Democrats are stuck…Dems on Dems.

So how long will this hold last…I wonder…

That is so stupid party

The public WANTS THIS TO FAIL.

I consider myself reasonably intelligent....

Christine (Diary) Saturday, December 12th at 8:35AM EST (link)

but for the life of me I do not understand this political, procedural nonsense.

Why is it a bad thing that an amendment to the bill sits in no-mans-land holding up progress? Isn’t that what we want? We want the Senate to go on Christmas break without a finished bill….

The primary process is FLAWED. Two states should not decide our candidate.

Senator McConnell needs to be told

Dan Perrin (Diary) Saturday, December 12th at 9:04AM EST (link)

ENOUGH with the message amendments, just object.

By the way, who will carry his message amendments?

CNN? ABC NEWS? Oh, I know, MSNBC?

If he wants talk radio and bloggers to carry his message, this is not the way to do it.

OBJECT OBJECT OBJECT

Yes...

lurker9876 Saturday, December 12th at 8:39AM EST (link)

we want the bill to be deferred to next year. So an hold on an amendment that will hold up the rest of the amendments is good.

But from what I saw, the Democrats managed to get the previous amendments voted on quickly.

I still think that McConnell wants the Democrats to implode with long term damages to their party. He wants the public to see who the Democrats really are.

How?

Dan Perrin (Diary) Saturday, December 12th at 9:05AM EST (link)

Who is going to carry that message? The MSM?

Exactly Dan- The only message

Scope (Diary) Saturday, December 12th at 9:58AM EST (link)

that the MSMers carry is that the Republicans are the obstructionists and the party of no. The Grayson message that the Republicans plan is to “die quickly” got alot of air time.

Are we really criticizing McConnell for offering to work over the weekend?

If the vote total for the Dorgan amendment lies between 51 and 60* then staying to work an extra couple days does Democrats no good. They will be at the same point Monday they were at on Friday.

What did happen over the weekend then, is that Harry Reid had to cancel a major fundraiser back home today. A good thing. It might be a minor inconvenience, but those minor things add up when you are going to be in a tight re-election.

*all of this is nul and void if Dorgan gets tabled or passed. aim for limbo Senate R’s.

Idealism is fine, but as it approaches reality, the costs become prohibitive.

That fundraiser wasn't back home...

MacAoidh (Diary) Saturday, December 12th at 11:12AM EST (link)

…it was in New Orleans, where he was to appear with Mary Landrieu. And virtually every Tea Party organization in Louisiana was going to show up outside of the fundraiser and protest.

That’s why Reid cancelled it.

That and the fact that Landrieu’s brother just announced he’s running for mayor of New Orleans and having his sister involved with Harry Reid would have been a really awful way to kick-start the campaign.

Has ZERO to do with working this weekend. ZERO.

Forgive me for my confusion...

Joe Cor (Diary) Saturday, December 12th at 10:29AM EST (link)

The fact that this amendment is clogging the whole process up is a good thing, is it not? I saw this and said, “Oh, goodie.” From some of the comments here, though, it seems I may be mistaken. Why isn’t it a good thing for this amendment to force the whole bill to sit in limbo?

And how does this make McConnell’s call to work through the weekend any more, or less, boneheaded than it was already? All delays were good, I thought. A weekend off would have been a two-day delay, regardless. How does this additional delay add to, or take away from, the delay that would have been effected if McConnell hadn’t decided to play hardball at exactly the moment he should have acquiesced to Harry’s request (if that, indeed, is what he should have done)?

In general I agree with the "no amendment" stance...

MacAoidh (Diary) Saturday, December 12th at 11:16AM EST (link)

…but I’m OK with making an exception here. If I’m the GOP I want the drug reimportation amendment in the bill so that it sticks Big Pharma right in the ass for their having cut a devil’s bargain with Obama. I want them to be made an example of so as to educate business groups of the dangers of laying down with snakes like the Democrats.

Hopefully you kill the bill anyway, but doing it after you’ve pried the drug companies out of Obama’s grip and made them his enemies would be an extra bonus.

I’m thinking McConnell is gambling that he can extract a constituency from the Democrat coalition with this move without putting his overall goal at risk.

Never bow to anyone: it puts one in a posture to get something stuck right where you said, MacAoidh.

As one of his constituents, I appreciate your insight on my Senator, Mitch McConnell. I’m not much good at chess and there are a lot more pieces on the congressional chessboard.

Your reminder of Dingy Harry’s real purpose for the N’awleans date is well given. Thanks for the additional details of Sen. ‘Landrieu’s brother just announc(ing) he’s running for mayor of New Orleans’. She looked so honorable standing against her party a few weeks ago. Then Reid offers his re-vamped ‘pork pie’ with the go-gillions for her district. When Harry cried about missing the fund raiser, even Fox News forgot he was not going to his constituents, but to Landrieu’s.

Thank God

the Founding fathers made it this hard to get such destructive power grabbing stuff through the process.

*Hope*fully this whole healthcare monstrosity will die soon… before Christmas would be a nice present for the nation, shortly after is acceptable especially if much thumping of Senators takes place during their *holiday* vacation.

Santorum? Well, at least he’s not Romney…

"Dem on Dem cage match" or, as the Dems call it, "Republican obstruction"

bk (Diary) Monday, December 14th at 8:41AM EST (link)

Isn’t that how it usually works?

Hey if they are having a catfight it’s fine by me. The longer this goes on the better.

Bayh will have to vote against Dorgan – Isn’t Eli Lilly the largest non-gov’t employer in Indianapolis? Even Lautenberg is against it. NY and NJ are home to several major drug companies. And IL has Abbott.

But of course the most liberal members of the Senate are all for Dorgan, so this could make a good fight. Keep dragging it out baby!
