Politico is reporting that the President will back a public option in his speech before the Joint Session of Congress tonight.
This means that the President will not get his public option through the Senate, nor will he likely have the votes in the House, since by including the public option, the political price for a yes vote became very high for moderate Democrats. Add into the mix the other issues like new taxes, new spending, increasing deficits, coverage for abortion (a WaPo op-ed states abortion could derail ObamaCare), cuts to Medicare and senior’s opposition, and you have a very expensive vote for the moderates.
TIME is reporting the following:
“House leaders have pulled back from their once-aggressive schedule. “I have no timetable” for passage of a bill, House Majority Leader Steny Hoyer told reporters yesterday. While eschewing the idea that they would wait for the Senate to act, they are stuck waiting at least until Senate Finance Chairman Max Baucus shows his hand.”
Given the House Leadership’s and the President’s refusal to budge on the public option, it makes the cost of a yes vote too high. There are not the votes in the U.S. House to pass ObamaCare, and if this is the big, re-activated, re-energized approach that President Obama will take on health care, good luck with that.
According to Politico:
“President Barack Obama plans to give a strong endorsement of a public option – or government health-insurance plan – in his remarks to Congress on Wednesday night but will stop short of an ultimatum, leaving wiggle room for negotiation as the bill moves through Congress, according to sources familiar with his remarks.
“In a speech meant to reset debate on the centerpiece of his first-term agenda, Obama can be expected to use language similar to his Labor Day remarks in Cincinnati, where he said: “I continue to believe that a public option within that basket of insurance choices will help improve quality and bring down costs.”
Wasn’t the President supposed to walk away from the public plan? Or did the Speaker, with the help of the Daily Kos and MoveOn.org roll the President on the public option? Seems like that is exactly what happened. Yet another flip by President Obama on the public option?
There are a couple of other interpretations: is President Obama and the White House trying to appear to be forced into governing from the left on health care? Or is President Obama’s game plan to get the House to pass the Public Option and the Senate to pass something and then put the public option in the conference report and force the Senate to vote it down?
If the Speaker and Senator Reid have the votes to pass ObamaCare, as they say they do, then they would have already had a floor vote.
No, the House does not have a timetable for a vote. None whatsoever — but the Speaker says she has the votes.
President Obama’s climbing negatives likely has a whole lot to do with fact that the House has decided to punt on the ObamaCare vote.
The Associated Press is reporting:
Public disapproval of President Barack Obama’s handling of health care has jumped to 52 percent, according to an Associated Press-GfK poll released hours before he makes his case for overhaul in a prime-time address to Congress.
With his health revamp moving slowly and unemployment edging ever higher, Obama’s overall approval rating has also suffered a blow. The survey showed that 49 percent now disapprove of how he is handling his job as president, up from 42 percent who disapproved in July.
Not to mention Charlie Cook’s warning that the Democrats should be “terrified” of the big election wave signs and signals — one of which is the President’s approval rating taking a steep drop (check).

I think Reid was giving Baucus time to try to convert Snowe
bk (Diary) Wednesday, September 9th at 1:57PM EST (link)But he made it clear yesterday that the Senate bill would include a public option “or something like it” and that he would pass the bill via reconciliation if needed. So until yesterday Obama didn’t have assurance that the Senate could pass a bill with a public option.
I think Baucus is giving
Dan Perrin (Diary) Wednesday, September 9th at 6:02PM EST (link)Obama the finger by presenting his plan that his own caucus is attacking.
Baucus is being pounded by Rockafeller, Wyden and the Daily Kos and MoveOn gang.
He may be just dooming the entire ObamaCare effort to die in the Senate.
It doesn't matter what passes in the Senate
bk (Diary) Wednesday, September 9th at 6:24PM EST (link)All sorts of tricks can happen in conference.
He may have bitten off a little bit too much.
archer52 Wednesday, September 9th at 2:03PM EST (link)Obama can sell any fantasy he wants, but his world isn’t the real world.
For example, today as I left a home-school co-op the daycare was letting out at the church where it is held. The parents were lining up to pick up their kids. Now this is middle to upper middle income area.
I counted fifty plus vehicles waiting, 49 were SUV’s for some kind, from a small Ford Escape to the Navigator. All occupied by w/f’s in their thirties to forties.
Only one drove a red VW bug, and she was young and had an Obama sticker on her bumper. (Which, on a side note, how many of you when you see someone with an Obama sticker on their car just want to roll down your window and scream, “HOW’S THAT WORKING OUT FOR YOU!!!”)
On the way home, I stopped by the store and was walking across the parking lot when I hear Rush’s voice coming from a car. In it was a elderly man with a very serious look on his face as he listened to Rush talk about healthcare.
No, Obama may want to change the face of the nation, but he’s has bitten off an awful big chunk in the attempt.
Hope he chokes.
Baucus publicly concedes public option will not pass
RealQuiet (Diary) Wednesday, September 9th at 2:07PM EST (link)Per Fox News about an hour ago. No way the House will vote on this legislation now, let alone pass it because the legislation will die in the Senate. That would leave a huge anchor on Blue Dog democrats, particularly those who are hung with their Cap and Trade vote. Any Senate bill coming out of Baucus’ committee, IF even one comes out, would be squashed in the House by the Progressive Caucus because of the lack of a public option. This could be the death of Obamacare but we’ll have to wait and see. Stay vigilant!
What are the odds that
athelas (Diary) Wednesday, September 9th at 2:09PM EST (link)he is going to “regretfully” can this aspect of his plan, in exchange for more concessions than he would otherwise have gotten, “in the interest of bipartisanship”? If he’s going to go this route, and the American people are against it, it’s time for us to play hardball, and not cave to a compromise.

janis (Diary) Wednesday, September 9th at 2:20PM EST (link)And the others in both House and Senate on our side who might be willing to compromise and vote for SOME bill rather than vote “No” and be perceived to be mere obstructionists.
What I don’t get is why they can’t see by now that a majority of us on the Right and Independents, and not a few Dems, too, are against all of this, not just the public option. They take no political risk by voting against it at this point, not from us and not from I’s. So if they vote for some compromised version, it’s because of what the Dems offered them to buy their vote. At least in my opinion.
Obama owes his election to
Dan Perrin (Diary) Wednesday, September 9th at 6:10PM EST (link)MoveOn.org and they are collecting their reward.
I understand that, Dan.
janis (Diary) Wednesday, September 9th at 6:32PM EST (link)My reference was to those on the R side who might see their way to voting for some bipartisan monster of a compromise. MoveOn and Co. have made their position on this all too clear and I know they will brook nothing less than a rubber stamp of their plan–public option, death panels and all, while denying that’s what they want.
I heard Dr. Tom Sowell say the other day that
bk (Diary) Wednesday, September 9th at 2:21PM EST (link)anything that comes out of Washington as bipartisan is usually twice as bad as anything that isn’t.
One thing will determine the effectiveness of Obama's speech
civil truth (Diary) Wednesday, September 9th at 2:13PM EST (link)We’ll see if this speech marks a fundamental change in strategy (taking off his Clark Kent outfit and revealing himself to be SuperMarx) or just another tactic dud in service of a failing strategy of trying to disguise his identity.
Obama is at his most effective when he actually speaks from his heart, because that is when he show passion, which is the most glaring deficit in most of his speeches that has been turning people off in droves with overexposure.
So if Obama releases himself from his shackles of caution, reveals himself as SuperMarx and gets to say what he really wants (which I am sure is single-payer, government-run healthcare), then he will be able to make a difference in the debate. I don’t know if that will be a game-changer, but if he follows up with more passionate speeches, risking that he might lose – he ironically will have the best shot of shifting votes.
It all depends on where the country is at.
However, if Obama continues with his public Clark Kent routine, his cover all bases, leave escape hatches open method of operation that he has been practicing (out of fear that he might end up of the losing side) so that he can claim to have been on the winning side, whatever that might be, then things will continue downhill – and his speech will be a memorable bonbon as he moves himself closer to irrelevance with another passionless speech.
There’s only so long that one can act successfully without conviction, and Obama’s fast reaching that point in his speeches.

I am hearing that Obama is going to add
Dan Perrin (Diary) Wednesday, September 9th at 6:12PM EST (link)Tort reform to his plan, announce it tonight, which is why the AMA came out today in support of Obama.
Unfortunately, Congress will never listen to Obama on tort reform, the lawyers will stop it or completely gut it.
Furthermore, Obama’s version of tort reform is going to be gutted from the get go — at least that is what I am being told.
Listen To Clyburn; I Think The 'Test Option' Is Where They Are Going Next
Swamp_Yankee (Diary) Wednesday, September 9th at 2:14PM EST (link)If they cant get co-ops in the Senate. There will be little to negotiate in committee.
The next phase is a voluntary test option. This will allow pols from states with insurance companies to vote for the bill because their states can opt-out like Maine and Arkansas, while a test option takes root in places like California.
I actually think that co-ops would be better than what they will likely end up with, i.e.
Mike gamecock DeVine (Diary) Wednesday, September 9th at 2:21PM EST (link)increased regulation of ins cos requiring they cover all applicants, as that can take place immediately and destroy the market sooner than co-ops that take years to develope and themn years to operate beore tyey could do damage,

Coops are still worse, Mike
civil truth (Diary) Wednesday, September 9th at 2:27PM EST (link)As I wrote to clowngirl yesterday, increased regulations on private carriers would be preferable because we can reverse that if we take over Congress. On the other hand, once coops or the public option is enacted, there’s no going back.
Best of course it to win today. But if not, the result that gives us a second chance is better than the result that doesn’t.

See, I think co-ops can be reversed easier and if not, if we get our
Mike gamecock DeVine (Diary) Wednesday, September 9th at 9:42PM EST (link)stuff passed like increased competition and tort reform down the road, the co-ops would be innocuous.
Co-ops take a long time to form and then a long time to have an effect and my then, we could have nade the market so much better that co-ops would be irrelevant even if some did survive.
Whereas these reg changes would be “good” from the consumer’s standpoint right off the bat and it would be hard to show the recipients how the new regs are responsible for the problems they cause.

I think we agree on the principle
civil truth (Diary) Thursday, September 10th at 2:19PM EST (link)…that if something ends up passing, it should be whatever is the easiest to reverse by a future Congress. We just are reasoning differently as to what can be more easily reversed – which in the end would depend on the specific language, as you well know as a lawyer.
Of course, it’s far better that whatever comes out (if anything at all) is something that doesn’t have to be reversed.

What's the hurry?
adriansoto Wednesday, September 9th at 2:24PM EST (link)Wouldn’t it be a better idea to WAIT to consider a healthcare plan AFTER: We see
1. what will become of the economic stimulus plan. So far, the Obama branch of this porker give-away has done virtually nothing to stimulate the economy. The American economy, at the control of Obama, is failing.
2. what will become of the TARP loans. Will GM default on the aprox. 81 Billion dollars and how will this affect the U.S. budget and deficit.
3. what will become of Social Security, slated to come crashing down in a few short years. That’s when the greater bulk of baby-boomers will definitively retire and cause the boat to list.
4. will home and auto sales rebound, because right now there is nothing going on in either market. The “clucker” program did nothing to substantially aid the American car markers — although it did help our foreign auto maker friends. Let’s wait and make certain that these extremely crucial markets recover before leaping into massive healthcare overhauls.
5. what will happen with the current business downturn and unemployment. Obama assured that there would be no greater average unemployment than 8%, and we are at 10%. In some areas of the country inflation is double-digits, 14, 16, 20 percent.
6. what will need to be done to cure the rocketing high deficits.
7. what will happen when, since the timing is right, the Ron Pauls will get their way and audit the Federal Reserve. Recall what happened when Fannie Mae and Freddie Mac coughed-up.
8. what will be the tax rate consequences due to the unrestrained spending spree of the past 24 months. Trillions of dollars will have to be paid in increased taxes. There’s talk about adding a value added tax; will this be in addition to the progressive tax? Will there be a tax revolution, all of which could mean that the funds for a national government controlled health plan could be severely limited. This would translate into exceedingly limited services in health care for people.
9. what will happen if $500 Billion are taken from Medicare. Take it now and wait to see what happens. Besides everything short of full anarchy by the elderly, this is adding much more stress to an already stressed system.
Don’t be surprised that Obama, on his 112th “new” pitch to sell his (snake oil) health plan, will offer nothing substantial; and, certainly nothing that could not wait until prudently we resolve each and every issue mentioned. American’s are saying they are fine with the insurance and health care arrangements they currently have. Perhaps leaving well enough alone is best. Certainly, over the summer we have seen what “it could be worse” looks like, and nobody cares for Socialism in the U.S.A.

I finally figured this out. This isn’t about healthcare at all. This is about giving the Democrats cover for raising taxes. Our Federal government is broke. They are already borrowing $.40 for every dollar they spend. They want to raise taxes but they know Americans hate taxes, even if it just on the rich. They are holding out the carrot of “healthcare” to give them the cover they need. We are all about to get socked.
