The important practical question following the death today of Congressman John Murtha is what happens to the House seat he held on behalf of the people of Pennsylvania’s 12th District. The good news, so far as I can tell from early reports, is that Ed Rendell won’t get to appoint an interim replacement, but rather the voters will have to choose one in a special election. As the Washington Post’s Chris Cillizza reports:
According to state law, the governor has ten days once the vacancy is officially declared to decide on the date for the special election, which can come no sooner than 60 days following that proclamation.
That likely means the special election will be held on May 18, which is the date already set for federal primaries around the state. (Special elections costs the state huge sums of money and it’s likely that Gov. Ed Rendell will choose to go with an already established election day to save some cash.)
This is yet another critical election; recall that Obamacare passed the House with a 3-vote margin of victory, and any effort to run it back through the House with the watered-down Senate langauge on abortion will cost at least two of those votes (Bart Stupak and Joseph Cao), while now two others (Robert Wexler and Murtha) have left the House since the vote was cast. Mike Memoli at RCP notes the continuing flux with special elections already coming up to replace Wexler and the yet-to-resign Neil Abercrombie in Hawaii:
Democrats have won every [House] special election in this Congress, including one pick-up from the GOP in New York 23. Another is set in the Florida 19th on April 13, with yet another seat opening soon when Rep. Neil Abercrombie (D-HI) steps down to run for governor.
In other words, there will be a couple more opportunities for voters to affect the composition of a House already narrowly divided on President Obama’s signature issue, and for now, at least, there are no longer the votes to pass anything unless and until Nancy Pelosi turns some “no” votes into “yes” votes without losing more of the original “yes” votes.
PA-12 has trended Republican in recent years – Cillizza notes that it was the only district carried by John Kerry in 2004 to flip to McCain in 2008 – although it’s hard to tell how much of that is due to Murtha-specific issues and to the hangover from Obama’s ham-handed comments during the Pennsylvania primaries. My best advice to the PA GOP is to study carefully the mess made in NY-23 (the behind-closed-doors selection of a thin-skinned and too-liberal member of the dysfunctional, corrupt and discredited state legislature) before a candidate is chosen for this special election.

He lost to Murtha by about 17 points in 08 which disappointed me but as noted, isn’t bad for an unknown. PA-12 is perplexing because it trends slight R or neutral yet they keep reelecting him even as he insults them.
There is also a dynamic no longer at play (hopefully) – the republican state committee chairman (Robert Gleason) was a lifelong friend of Murtha’s, had a business relationship with him (Gleason insurance co. insured many of Murtha’s businesses that drew federal pork), and appeared to work vigorously behind the scenes to keep Murtha in office, which meant sabotaging Republican challengers. While Gleason needs to go, hopefully he will now leave this district alone.

JLenardDetroit (Diary) Monday, February 8th at 7:59PM EST (link)I agree Jaded and why I’ve kept him highlighted in my Conservative Candidates (the Diary) PA section (scroll down once past the Toomey discussion to get to Russell), but we hadn’t had much news from Murtha (and his Airport to nowhere) other than his health – plus our attentions have been focused on more immediate needs/concerns with Special Elections. This now becomes another focal point Special Election. The reason I ask is because if anyone has any reason why someone else should be the considered favorite now would be the time to put forth who and why!?!?
I, for one, think this is NOT the time to backtrack from the guy many had been previously supporting. The great concern, of course, is a DoDo repeat, as people come out of the woodwork “interested” alll of a sudden now that the seat might be considered a little easier to claim. That alone, IMO, is reason to REJECT them (w/o some really darn good excuse/reason we should, and I mean really, really, really, good reasons) for the guy willing to have been doing the work all along!!!!!

Murtha’s initial surgery was performed at Bethesda Naval Hospital, This would imply that it was an error within the VA medical system. Rep. Murtha was then moved to the Virginia Hospital Center. Thus, this should NOT be the poster child for government healthcare since the alleged “malpractice” would have been committed by the highly touted VA medical system. This should work against governement takeover of healthcare, not for it. However, I am not purporting to have access to all of the facts.

The quality of surgeons in VA and military hospitals is actually pretty poor on average compared to the private sector. The VA system is despicable. Most military surgeons don’t get enough routine procedures, and the system has some major issues.
From the details I know, this was a pretty bad complication. I guarantee none of the surgeons would make this error.
But negligence like this is all too common in the VA system

He essentially announced he’d be back when he gave his concession speech. He started fundraising for 2010 immediately. I’d say he’s the most feasible Republican nominee for this seat. I know there’s another candidate, but with the short time period and given his prior efforts Russell should get the nod.

Again, depends entirely on the scope of the office and each race has to be examined on its own merits, but I understand your concern as to whether one is just rushing headlong to a repeat loss. Didn’t CA flop between a couple of Gov’s that went head-to-head more than once (I don’t recall, something about Gov. Moonbeam
lol) but anyway, I have seen it happen and work out okay for Republicans in a rematch for local/State level Offices…. I think it is “do-able” at the CD level (still small enough in scope, IMO, but I don’t have examples to cite), it gets alot murkier and unlikely the wider the Office Election base (but I could be wrong on that).

JLenardDetroit (Diary) Monday, February 8th at 10:09PM EST (link)(and somewhat easy for me from here to confuse JR/SR perhaps as part of the memory) I knew I might not be remembering that right, but he has always been in and out of so many discussions and the ultimate Insider ReTread (as opposed to specific head to head rematches, but I had thought he ran and lost only to win next time out, I still contend there might be some examples out there where it has happened where the “folks” were conviinced they “errored” and reversed themselves, other than local Mayor races and a couple State districts (and don’t have links) it just may not happen for grander scale Races) and therefore understandable why you may be so dead set against such and suspicious. I just still hold that each Do you think he really will be odds on out there? But again, I won’t dismiss out of hand the situations, but hold each for specific review – with your point being a part of the whole over-all “concerns” on whether it is the best strategy and any person in question being the best choice. As another one of those “general rules” to go by, you have laid out appropriate concern but I am open to occasional exceptions to all the general rules of thumb – depending on person, location, specific circumstances, etc…. Russell is not the complete unkown this time out and with the TEApeaters pushing his outsider benefits may be able to be cashed in ,

However, Russell is NOT the normal Political insider and I had been planning on supporting him all along in a rematch as I had been Toomey with disreSpecter to come out of the Primaries, and as with Toomey (Specter changing Party) doesn’t change my thoughts/support, this becoming a Special Election doesn’t change my support for Russell either (again, not-withstanding a really good reason to convince me otherwise – some stellar Candidate – that we should have been hearing about all along before then, which will make me suspicious). Each case specifics need to be examined, old long term Political hacks retreading, I understand the questioning, but not in these PA cases. Sometimes, time proves the voters were wrong and they recognize such, where then the “re-tread” (as labled) can very well win. As I said up thread, if the PA GOP has a really, really, really, good reason why we shouldn’t support Russell who has been putting in the long work over someone that wants to just pop up now last minute because the seat has become perhaps a little easier to win – I’m open to it, but it can’t be Political Payback of/for some other Insider in some form of another DoDo deal.

FL-19 is Hopeless but HI-1 is Not

It has been Democrat since it was created after the 1980 census and never came close to electing a Republican. The closest was the first election in 1982 when the Republican candidate got 41.15% of the vote and it has been downhill ever since. Wexler got a margin of 38.93% in 2008 and Obama carried it by 31.5%.
On the other hand, in Hawaii 1, we have an excellent candidate in Charles Djou and we give him a 47% chance of winning in a regular general election. In a special election Djou should have the edge. His website is: http://www.djou.com/. This district is basically the city of Honolulu.
