My speech to the local NAACP


As I’ve mentioned before, I’m a candidate for the board of trustees at a local community college. This is the group that acts as the school board for the college. It approves all the major budget issues and the policy decisions of the college. The board has a 6 year staggered term and there are currently 3 seats coming up for the next election with 5 people running for them. 2 of the people running are incumbents.

I’ve been asked to attend a meet the candidates forum sponsored by the N.A.A.C.P. and the Peoria Christian Leadership Council. I’ll have 3 minutes for an introduction, then will answer questions from the floor.

Here is a draft of the speech I intend to give for my opening remarks.

Hello and thank you for inviting me.

My name is Brian Hibbert and I live in East Peoria. I’m running for the Board of Trustees of Illinois Central College because ICC is important to me and to my family. I was a student there starting in 1979 when I enrolled in the Industrial Electronics Technology program after graduating from Brimfield High School. I have also participated in Adult Continuing Education over the years and I am currently finishing an Associates in Computer Programming and Database Management. I have a daughter who is a graduate of ICC, a son who is also currently a student and another son who has taken some of his college classes there. I’m also a tax payer in the district and a nearby neighbor of the main campus.

While this is a nonpartisan election, I think it’s important that you know what my beliefs and those of the other candidates are before you make your election decisions. I’m a Republican and a conservative. This means that I believe in a small and efficient government that meets the needs of the people, not an overwhelming bureaucracy that tells free people what they must or can’t do. This means I have the confidence in the ability of people to make wise decisions in their own lives. This means that I believe in teaching people how to become self sufficient rather than relying on the whims of the government to provide for what they think people need. This mean that I believe in treating people as individuals based on their character and not lumping people into groups based on their race or religion or some other arbitrary grouping.

I believe ICC is a tool for helping to develop the character of individuals. It is a tool that will allow people to improve their own lives. It is a tool that will allow people to get a high quality education at a very low cost.

And low cost is one of the things that make ICC such a valuable resource to this area. No where else can you get an associates degree for about $6000 tuition. Most colleges charge that much or more for a single semester. I want to keep that cost low. It’s the low cost that allows so many people from our area to improve their lives.

ICC has several core missions that are closely related. It’s most obvious mission is to provide the first 2 years of post secondary education, its Associates Degree programs. But it also has some other tasks. It provides General Education Degree programs for those who (for whatever reason) didn’t finish high school. It provides vocational education programs for those who aren’t interested in advanced degrees, but need training in a career field where they can find good employment. And it provides adult continuing education programs for people who need to keep current in their field, learn a little about another field, or who just want to expand their horizons.

My goal on the board is to be able to ask 2 questions for each and every expenditure of the college. Does this expenditure help us meet our core goals? And is there a better way to meet those same goals? I believe that by keeping the college focused on its primary tasks, we can keep the cost of a college education low and help make it available to more people who otherwise would never be able to attend college.

I appreciate whatever input you may have.

Some totally unsolicited advice that will probably be taken as negative.

But I gotta go for it, because you asked.

Two things.

1. Facts about you, facts about the university and common sense ideas. For my money, your whole intro is absolutely great except for one very short sentence.

“I’m a Republican and a conservative.”

Don’t label yourself, just be yourself.

I’m not telling you to repress yourself, but if you say that you’re a Republican and a conservative, you instantly lose half the audience, maybe more. They’ve automatically tuned you out that second and at best, will look for something else to keep them busy while you’re talking.

You’ve also set yourself up to be verbally assaulted during the rest of your introduction and entire time there by the more ‘intense’ people in the audience.

After the event, you’ll probably be approached and threatened by the same people, even if you don’t say you’re a Republican and conservative.

That leads me to……

2. Go armed.

Like I said, you asked.

Don’t use labels – just speak truth and let the chips fall where they may.

I’m made the conscious decision to label myself for several reasons. The first is that I’ve given an interview with the local paper and I’m “out” as the Secretary of my county’s GOP Exec Committee.

A secondary goal of speaking here is outreach. I want to give a hint to the people at the event that they don;t have to vote Democrat just because they happen to be black. I’m prepared for a number of questions about theoretical Republican racism…. “You mean the southern strategy that just added 2 new southern black Republicans to the House of Representatives? Tim Scott from SC and Col. Allen West from FL?”

I say arms unnecessary because I KNOW a couple of the people involved. The lady who sent me the invite is the political chair of the local N.A.A.C.P. who I worked with at one time. I had no idea she was thus connected, but she’s a sweet lady.

Also, the group elected a lady to the state house as a Democrat this past Nov. She spoke on issues like a Republican and many of her ideas would fit in here. For example: She was one of the few Democrats who voted against the infamous Illinois midnight tax increase because of the harm it would do the to state’s economy. If she’s any indication of the thought in the local black community, I suspect they’ll agree with more than not.

I’m not worried about the people who will attend this event. They are good people and community leaders in the area. They might give me a little verbal grief, but I don’t think my physical safety is at risk. And who knows? I may actually win a few votes.

First, Brian, congrats! Great opportunity; I hope you will be well received and elected.

Now onto the rhetorical rack. I’m far less concerned than Kenny and acat about the labelling issue; if it needs to be mentioned at all, make it your strength–”It’s common knowledge by now that I’m a conservative Republican; what is less known is how that will affect my decisions on the ICC board.” I’m more concerned about message drift: much of paragraph 3 seems an attempt to encapsulate all of conservatism in the abstract–something even the RS community finds difficult to do. It seems that you are wanting to seize the moment to sway your audience into the conservative camp, rather than–know what would make you their best choice for the open seats. Focus.

If you decide to keep those lines intact, please re-consider at least the first sentence of your description of conservatism:”an overwhelming bureaucracy that tells free people what they must or can’t do”. That’s not going to sit well when you ask your audience, moments later, to help you become–part of a bureaucracy that tells free people what they must or can’t do! Again, you’re trying to condense too much extraneous information, with conflicting results.

Finally, re-consider how much of paragraph 6 (core mission) is necessary. You are, in effect, telling your audience something they should already know. Better to use that time to tell them what they don’t know–how you will be more faithful to the core mission than others.

I will do some revision. You’re right about the bureaucracy comment. It felt a little clumsy when I wrote it and you’ve given me reason to remove it.

I’m guessing many people don’t know that the college has multiple missions, but I’ll consider cutting that down as well.

And I’ll try and add the “faithful to the core mission” too.
