Remember how cash for clunkers was so successful that Congress was forced to triple the size of the program in a hurry? Well, those billions of dollars will go further now that hundreds of New York auto dealers have decided the program is too badly managed to keep participating in:
Hundreds of auto dealers in the New York area have withdrawn from the government’s Cash for Clunkers program, citing delays in getting reimbursed by the government, a dealership group said Wednesday.
The Greater New York Automobile Dealers Association, which represents dealerships in the New York metro area, said about half its 425 members have left the program because they cannot afford to offer more rebates. They’re also worried about getting repaid.
“(The government) needs to move the system forward and they need to start paying these dealers,” said Mark Schienberg, the group’s president. “This is a cash-dependent business…”
Schienberg said the group’s dealers have been repaid for only about 2 percent of the clunkers deals they’ve made so far.
Many dealers have said they are worried they won’t get repaid at all, while others have waited so long to get reimbursed they don’t have the cash to fund any more rebates, Schienberg said.
The problem is not that the federal program is poorly-intentioned, or even that it has an inherent design flaw – at least from the point of view of the car dealers. On the contrary – giving people money to buy cars is exceedingly simple. Unfortunately, the federal government is just too slow and inefficient to respond to the demands of a complex market with hundreds of thousands of actors. Dealers either have to stay out of the program, or accept slow responses, uncertainty about rules, and bureaucratic complexity. That’s simply part of dealing with the government.
At least they can console themselves in the knowledge that at the end of the day, buying or selling a car is not a life or death issue – like say, health care.

Best one they showed (can’t find video of it at their site – it was the early morning show, not the Hemmer/Kelly one after it) a rejection notice that said the reason for rejection listed no reason given. Can you imagine that sort of thing in a TV commercials for government run health care?
In the meantime these dealers have fronted the cash to customers, sold the new cars, trashed the old cars, and now they are getting stiffed for the $4,500.
I believe another Fox piece on this (Bill Hemmer) said that the government was hiring 11,000 people just to work on this program, mainly dealing with all the paperwork. Again, a great candidate for health care commercials. They have a mountain of paper and still can’t figure out a simple rebate – would you trust them to make health care decisions for you?

It’s a royal pita but it can be done.
Here’s what I particularly love. They won’t reimburse the dealerships who are out tons of money but if state-run healthcare passes the gov. will be stealing from our bank accounts electronically. How rich is this? And 40% of Americans still support this? Incredible.
Incidentally, we bought a car exactly 2 months ago from a dealership in the Bronx and it went in for servicing today. We found out they were participating in Cash for Clunkers but just ceased due to NO reimbursements. So we can personally verify this NY dealership story.
Government cannot be the solution when government is the problem.

He had a customer who came in with an old van, truly a gas guzzler, and who wanted to trade it for a Fusion Hybrid. He’d go from under 15 MPG to about 35 MPG. However, although both vehicles qualified individually for the program, they didn’t qualify if used in the same transaction. The two vehicles weren’t “similar enough.”
Happy ending, though. I believe the sale was still made without the government assistance. At least it was a happy ending for us taxpayers.

One might also mention other differences. The Founders knew what they were doing when they hammered out the wording of the Constitution. In other words, they were willing to learn from experience and try to avoid future problems of human nature.
The drafters of HR 3200 care not about either of those concepts.
IMHO, long bills are the result of our tendency to elect lawyers to Congress. Fewer lawyers would improve the situation. And I’m a stickler for precision in writing.

So you couldn’t just say “5% tax on bottles of soda” because some people and places call it “pop” or “tonic” so you’d have to say “5% tax on carbonated sugar beverages in portable containers of 16 ounces or less” so you end up with much longer ridiculously complicated bills but to a court and lawyers they are clear.
Of course there is truth in that.

This government is failing miserably at almost everything they touch. But they’re ready to tackle 10s of millions more people to the gov’t health care rolls that they can take months to years and years to complete claims for?
I’m not sure if even the people who are worried are seeing how bad things are getting when it comes to depending on current programs… let alone all of the miserable snafus being created recently.
It’s easier to joke about Cash for Clunkers. A lot harder when one looks at the disability claims backlog for veterans approaching a million… with wait times extending years upon years when they inevitably screw up the decision because quotas trump quality right now according to its own inspector general.
Just depressing.

Not the new one, but the problem back then was the same, the money never came until about 4 weeks were left in the semester. The vets had to tough it out, or go every other semester, because the money wouldn’t arrive in time to pay for two semesters in a row.
One can only imagine the same caliber of people in charge of health care.

ME: It’s been eight weeks and one day since you received my application, and the gentleman that I talked to last week said to call back at this point.
VA: Yes eight weeks is overdue for processing. Let me see..we received your application on 22 June. Call us back after the 22nd.
ME: Why? My application is already past eight weeks.
VA: Because the 22nd makes it two months.
ME: So is it eight weeks or two months?
VA: Two months is like eight weeks.
I have since asked my critter’s constituent services staff for help.
The other examples you provided are depressing indeed.
