Unless they are promising to use tactics of the nature of &quot;make an offer they can&#039;t refuse,&quot; there isn&#039;t anything the party leadership can do to stop someone from running.

Pennsylvania Dem office holders know that if they file, there is a decent chance they will be the next Junior Senator from Pennsylvania.  Of course I hope not, but I acknowledge the reality.

A United State Senator is a very powerful person.  There isn&#039;t much you could promise as an alternative to a driven person to sway them away from running.

That said, I&#039;m convinced that if a real Democrat runs, they&#039;ll beat spincter in the primary.  Either way, he&#039;s done.</description>
