First make it look worse than it really is in the beginning and feed the media and left wings "BDS". Second down the road after recieving all the necessary kickbacks (and convincing Nancy and Harry that they need to listen to him) he will be able to solve the problem and look good to the sheeple. He is from Chicago and know how to work the scam, if only he can convince Nancy and Harry play (nice) along. This is a simple strategy. He will have a lot of people's light bills and rent to pay to hear Obama supporters tell it. That money has to come from somewhere.
