You answered your own question, a National Security Force of civilians is what I think they call a unarmed militia, give them guns and they are a militia. So defacto Civilian National Security Force is a militia and it does not require law enforcement capabilities nor does it require military hardware.

A civilian is generally defined as someone who is not involved in military or law enforcement.
