It rang true then. It rings true now and I've seen it work over and over again. The best solution is usually the simplest. On the radio I heard how many of the supposed benefits of Obama's stimulus are based on complex models with lots of assumptions. I was trained in statistics. I'm familiar with modeling and in many cases where many assumptions are made, you end up with a house of cards. Your solution is a good one and has elements that would attract more conservative Dems.
